Item La agricultura familiar y la política pública en la coyuntura de la pandemia en Colombia.(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Vivas, Julián Augusto; Vargas, LilianaTanto las movilizaciones sociales como las condiciones globales producidas por la pandemia de la Covid-19 han puesto en escena el importante papel de la agricultura familiar en la sociedad colombiana. Al mismo tiempo, han mostrado los enormes desafíos institucionales en la construcción de una política pública diferencial para la Agricultura Campesina Familiar y Étnica Comunitaria (acfec) en el país. El presente artículo recoge los principales hallazgos del Informe país sobre la situación de la Agricultura Campesina, Familiar y Étnica Comunitaria, elaborado por la Red Nacional de Agricultura Campesina Familiar y Étnica Comunitaria (renaf) para la Iniciativa Basada en Compromisos de Agricultura Familiar para América Latina y el Caribe (cbi af), perteneciente a la International Land Coalition. Con este informe de tipo descriptivo se buscó realizar un recuento de los principales cambios normativos e institucionales posteriores a la expedición de la Resolución 464 de 2017 y a los cambios que se producen en el contexto de la pandemia causada por la Covid-19. El análisis de estos cambios se elabora de acuerdo con algunos de los indicadores propuestos por el Plan de Acción del Decenio de la Agricultura Familiar y se soporta en la revisión de una amplia base de fuentes documentales entre las que se encuentran las estadísticas oficiales más recientes, con las que se pueden empezar a entrever, hasta ahora, la compleja realidad de la acfec. Las conclusiones señalan que, el paulatino proceso de visibilización del papel económico, ambiental y cultural de la agricultura familiar en Colombia dentro de la agenda de política pública del país, ha estado condicionada por la permanencia de históricos obstáculos que imponen retos futuros a la movilización social y en general a la sociedad colombiana.Item Capítulo 4. Estrategia participativa para la comercialización local y fortalecimiento de la Agricultura Campesina Familiar, Étnica y Comunitaria (acfec) en Jerusalén, Cundinamarca(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Laura Carolina Lasso CastelblancoEl siguiente trabajo se llevó a cabo en el municipio de Jerusalén, Cundinamarca. Aborda la categoría de la economía campesina, familiar y comunitaria, a partir de la identificación de una estrategia para la comercialización local de productos, de manera participativa entre asociaciones campesinas e instituciones locales. Este trabajo expone la importancia de la territorialización de la Resolución 464 del 2017 de Minagricultura para potenciar procesos de incidencia política a nivel local que decanten en el fortalecimiento de la Agricultura Campesina, Familiar y Comunitaria (acfc) como categoría que aporta a la construcción de sistemas agroalimentarios sostenibles y la consolidación de formas más solidarias de economía. Dentro de los resultados, se presenta la descripción del sistema agroalimentario del municipio, se identifica el potencial que desde la acfc ofrece la pluriactividad y multifuncionalidad de los sistemas productivos predominantes a nivel local expresadas en la producción y comercialización de productos frescos, alimentos transformados de manera artesanal como bebidas y una gran diversidad de alimentos tradicionales, así como de artesanías aprovechando recursos y saberes locales. De igual forma, la culturalización de la dieta, la demanda de alimentos típicos locales y la preferencia por productos frescos supone una oportunidad para fortalecer los circuitos cortos de comercialización en el municipio. También se expone el proceso de consolidación de la Agenda Comunitaria Municipal, cuyo contenido es coherente con los instrumentos locales de planificación del desarrollo municipal, la Resolución 464 de 2017 y la recomendación de política para la af de la fao. Este trabajo permite disponer de un instrumento y metodología potente para encaminar la incidencia política dentro del Consejo Municipal de Desarrollo Rural (espacio de participación local de asuntos campesinos) con el objetivo de posicionar y reglamentar una ruta de acción para el desarrollo de los mercados locales en el municipio, así como para garantizar la inclusión de la acfc dentro del sistema agroalimentario local.Item Capítulo 2. Aportes psicosociales de las juventudes rurales para fortalecer la agricultura campesina familiar, étnica y comunitaria en Colombia(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Arlex Angarita LeitonEl presente texto comprende un ejercicio a través del cual se identifica y describen algunos elementos de carácter psicosocial relacionados con el papel protagónico que han venido desempeñando los jóvenes hombres y mujeres rurales colombianos de diversos grupos sociales del territorio nacional, procurando visibilizar aspectos de su contexto que trascienden lo agropecuario. Los aspectos descritos están referidos a procesos de la subjetividad psicosocial (sentimientos, percepciones, conductas, ideas, actuaciones, entre otras.), poco estudiados y considerados en las políticas, programas, proyectos de gestión y de desarrollo social para el contexto rural colombiano. Tras un ejercicio de observación, análisis y sistematización de la experiencia vivenciales en torno a procesos sociales relacionados con los jóvenes rurales vinculados a iniciativas de agroecología, agricultura familiar y desarrollo rural sustentable, se presentan algunos de los elementos psicosociales que están implícitos en el contexto que vive esta población y que permiten comprender algunas particularidades para ver más allá de la visión meramente productiva agropecuaria con la cual tradicional e históricamente se ha visto la ruralidad en el país. Mediante la documentación en espacios de participación y la expresión como encuentros, talleres, reuniones, conversatorios, campamentos y entrevistas, los jóvenes realizan planteamientos en los cuales se pueden identificar y puntualizar requerimientos y demandas explícitas, las cuales implican atención o apoyos institucionales, de la sociedad civil, de las familias y de sus propias organizaciones de base. Sus prioridades tienen que ver con reconocer las luchas históricas por retornar al campo, vincularse a procesos de vida más dignos, de innovación y emprendimiento que les permitan permanecer en sus territorios desempeñando roles que son fundamentales para la recampesinización, el desarrollo y fortalecimiento de la categoría de Agricultura Campesina Familiar y Étnica Comunitaria (acfec) con enfoque de sustentabilidad.Item Capítulo 9. Fortaleciendo los sistemas de producción agroecológicos de gallinas criollas en la Empresa Comunitaria Mujeres Rurales de Guapi Ríos Unidos(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Sonia Edith Naranjo González, Victoria Eugenia Larraniaga CampoThe Rural Women’s Community Enterprise of Guapi “Rios Unidos” articulates 12 community groups, with 132 associated Afro-descendant women, located along the Guapi, Napi and San Francisco Rivers in the department of Cauca. The company is based on the empowerment of women in the region, basing its work on integrated production models and the conservation of natural resources. By 2008 there was a decrease in the breeding and reproduction of Creole hens, due to factors such as the deficiency in soil productivity due to the eradication of illicit crops, insecurity and the increase of poultry farms based on the use of conventional agro-industrial production technologies; therefore, it is crucial for the Community Enterprise to implement practices that allow the strengthening of traditional systems of Creole hen production through a production model with an agroecological approach and under the methodology of Participatory Action Research -par. The process is developed in four phases: phase 1 design, research and analysis of the theoretical and practical references on Creole hens; phase 2 diagnosis and characterization of the production model; phase 3 implementation of the production model; phase 4 evaluation, identification and assessment of the production model. The results are 1. Theoretical analysis, 2. Characterization of the Seminary farm, where the production model is located, 3. Design and implementation of an alternative feeding model and a poultry grazing system, 4. In conclusion, a Creole hen production model was implemented with emphasis on agroecological transition in order to strengthen the Creole hen production systems of the Community Enterprise to contribute to the strengthening of Family and Community Farming in the region.Item Capítulo 6. Economía del cuidado en mujeres de la Agricultura Campesina Familiar, Étnica y Comunitaria vinculadas al nodo Cundinamarca de la Red Nacional de Agricultura Familiar (renaf)(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Nubia Edilma Correa CasasThis work has an exploratory research approach, with the purpose of providing an approximate overview of rural women’s perception of the care economy, in order to provide some recommendations that contribute to the reduction of the gender gap. A research was developed from secondary sources, as well as with primary sources from the work with women belonging to the National Network of Family Agriculture (renaf) of the Cundinamarca node, seeking to show what their perceptions are regarding the care economy, for which surveys and semi-structured interviews were developed, carrying out a case study research. It was concluded that these rural women work approximately 17 hours a day, distributed between productive and reproductive work. They recognize that care work is inequitably distributed in their homes, but they still feel that it is their responsibility to develop it and see it as a “help” when their partners or sons and daughters are involved in the development of these activities, so they put their family’s activities before their interests, and for this reason they do not see a redistribution of care activities in their homes as possible, and as the opportunity cost assumed by them is increasing every day. Although these women do not recognize what activities are being carried out by actors such as renaf, the governor’s office and municipal mayors’ offices to recognize, reduce and redistribute care activities, they are aware that efforts should be strengthened to increase awareness and training for both rural women and men in order to advance towards the 3Rs.Item Agricultura campesina familiar, étnica y comunitaria -ACFEC. aportes desde la investigación y la agroecología en Colombia.(Corporación Universitaria Minuto de Dios - UNIMINUTO, 2024) Angarita Leiton, Arlex; Ortiz Morales, Rubén DaríoEl presente texto está compuesto por 9 capítulos, cada uno corresponde a los resultados de un ejercicio de investigación en temas relacionados con la Agricultura Campesina Familiar y Comunitaria en Colombia, los cuales han sido planteados y ejecutados tratando de hacer aportes a dicha categoría.Item Capítulo 7. Instrumento para la identificación rápida de organizaciones de la Agricultura Campesina Familiar, Étnica y Comunitaria en Colombia(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Ruben Dario Ortiz Morales, Arlex Angarita Leiton, Samuel Gutiérrez JaramilloFamily Farming has currently been gaining relevance in the political agendas of different governments and even from Colombia through Resolution 464 of 2017, which establishes the strategic guidelines of public policy for Family and Community Peasant Agriculture- acfc. Arising the need not only to identify, categorize and involve individuals in the public policy, but also, it is necessary to identify the organizations that make up this category, therefore, this article aims to present a methodology for the rapid identification of organizations belonging to the category of Family and Community Peasant Agriculture - cfca in Colombia. The instrument is consolidated by the experience in the development of Participatory Action Research - pra exercises implemented by the Research Workshop on Peasant Studies and Food Sovereignty (siecsa), in addition to a review of bibliographic sources, as well as the criteria focused by Resolution 464. This instrument makes it possible to obtain a quick general characterization for organizations that meet the normative standards set forth in the resolution, in addition to rescuing other basic characteristics that prevail in the dynamics of family farmers, based on the multifunctionality and pluriactivity of their productive activities and sociocultural identity dynamics. It is important to note that the resolution focuses on categorizing producers and not organizations, and does so under purely economic-productive indicators, leaving out the dynamics that are established from the socio-cultural and environmental dimensions that are essential to the identity of family farmers in Colombia, so the instrument inquires a little about it to make a fairer identification of acfc organizations to be participants in the implementation of plans, programs and projects.Item Capítulo 8. Fortalecimiento de los circuitos agroalimentarios de la acfec desde el seguimiento económico, la construcción y la divulgación de información por sus actores(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Yubisa Arredondo, Jeniffer Novoa, Jeny Carolina Gómez VerdugoIn 2017, the National Network of Family Agriculture (in Spanish renaf) created the national campaign of peasant, ethnic and agroecological markets “Llevo el Campo Colombiano” with the aim of making them visible as fundamental spaces for the distribution and commercialization of the products of Peasant, Family, Ethnic, and Community Agriculture (in Spanish acfec). In this way, it seeks, on a fair and solidary basis, to promote the recognition of community markets for products coming from peasant, indigenous, afro-descendant, urban, artisanal fishing economies, as well as rural and neo-rural women, men and youth. Through the campaign, data collection mechanisms have been designed to get and socialize information about the commercialization scenarios. These have been applied to producers of the organizations that make up the markets in the different nodes of the network, as well as to the very markets and some consumers. There have been different rhythms and lessons learned in the regions, both in building and appropriation of information and the campaign dynamism. The information has been systematized and consolidated in databases and infographics, which have served as an input for local management and the political incidence of the organizations and the renaf with a view to guaranteeing the continuity and strengthening of the acfec agri-food circuits, as places for local commercialization, as well as for the construction of the rural-urban social fabric.Item Capítulo 3. Aportes de los grupos de ahorro y crédito al fortalecimiento de la Agricultura Campesina Familiar, Étnica y Comunitaria en el sur del Tolima(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Camilo Andrés Lastra Romero, Fernando Castrillón ZapataIn Colombia’s rural areas, financial exclusion of family farmers predominates, a situation that is more critical in the case of rural women, young people and the elderly. In this context, based on the principles of the solidarity economy, savings and credit groups have emerged as one of the adaptive strategies of family farming, enabling it to remain in the territories despite the externalities that affect it. The objective of this research was to identify the contributions of the savings and credit groups promoted by Corporación Grupo Semillas in southern Tolima, as possible contributions to the strengthening of family farming in Colombia. The work was framed within the qualitative approach, specifically a case study. A module of the Manuel Quintín Lame Agroecological and Territorial School - emql was accompanied and observed, and semi-structured interviews were conducted, which were later transcribed and analyzed. The savings and credit groups in southern Tolima are part of a comprehensive and participatory rural extension process that has been led by Grupo Semillas. Through the savings and credit groups, contributions are made to the strengthening of family farming that contribute to the implementation of nine of the nineteen public policy guidelines established in Resolution 464 of 2017, for the strengthening of af in Colombia. These contributions can be grouped into four categories: a) financial inclusion; b) strengthening of associative processes, social fabric, solidarity and participation; c) contributions to rural extension and education processes; and d) promotion of consumption and production of af products at the local level. Finally, the conclusions and recommendations for continuing to strengthen pa in Colombia through savings and credit groups are presented.Item Capítulo 5. Evaluación de la transición agroecológica de sistemas productivos de cacao en las organizaciones de la Agricultura Campesina Familiar, Étnica y Comunitaria (acfec) aspra, asprocao y agroguamal, en el Meta(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Angie Dayana Lasso Prada, Nancy Surley Avila PinillaIn the department of Meta, cocoa cultivation is one of the dynamic axes of the peasant family and community economy, however, the step towards a sustainable production with an agroecological approach is one of the main needs and challenges at present; after fighting against an extractivist production model that has caused irreversible impacts on the communities in the environmental, social, cultural, political and economic component of the department. The present work proposes the characterization of the current cocoa production models of the aspra, asprocao and agroguamal Associations of Alto Ariari in the department of Meta, through the methodology proposed by fao and indap “manual for the Agroecological transition”, with the purpose of proposing actions that aim to create the route for the agroecological transition from a diagnosis from the communities that allow the family farmers the sustainability of their productive units. The work carried out includes the characterization of the agroecological principles in the cocoa agroecosystem, the global and specific status of each of the general dimensions of agroecosystem functioning, the determination of the transition stage in which the family farmers of the associations find themselves and the generation of organizational and productive recommendations that the transition implies in terms of changes in agricultural management practices, considering that the transition may involve an optimization of management practices to increase productive efficiency, the substitution of chemical synthesis inputs or the redesign of the system.
