Abstract
El Concejo Municipal constituye una de las instituciones más representativas del derecho constitucional y administrativo colombiano; su conformación refleja el ejercicio puro de la democracia desde lo local, por ser una corporación pública que, dada su naturaleza, permite mayores oportunidades de contacto directo entre la población y el estado. Los concejos municipales son las corporaciones Político Administrativas y Publicas, elegida por un periodo de cuatro años y conformado por lo menos entre 7 y no más de 21 miembros, a quienes se le denominan concejales, quienes cumplen las funciones constitucionales de Control Político sobre la administración.
This document details the execution methodology for the construction of the headquarters of the municipal council of Armero Guayabal, which was carried out through a topographical study, a soil study, an architectural design, a structural design, a hydrosanitary design, a electrical design and a budget analysis, thus allowing the characteristics to be known through a brief but complete description of the project execution plan for the construction of this headquarters. The Municipal Mayor's Office of Armero Guayabal - Tolima, in compliance with what is established by law and with the purpose of structuring a project that allows managing the resources to build the headquarters of the Municipal Council, taking into account that, at present, the activities of this corporation are carried out within the Municipal Palace, without having facilities suitable for the correct performance of their functions and for the attention of the inhabitants and personnel in general who require their attention, they demand the execution of this project in a clear and precise manner. Therefore, once the formulation of the execution project has been carried out and the process of appropriation of resources has been advanced to advance each of the processes and procedures described here, the municipality of Armero Guayabal begins the construction of its headquarters. of the city council.
