Fortalecimiento Institucional mediante alianzas para la mitigación del desempleo de Engativá: desde un enfoque territorial

Abstract
Según la Alcaldía Mayor de Bogotá (2020), las cifras presentadas por el DANE en 2017 reflejan
que el desempleo en la localidad de Engativá es considerablemente alto (entre 7,2 % y 8,6 %) en
comparación a sus vecinos limítrofes (Teusaquillo menos del 4,1% y Barrios Unidos, Fontibón y
Suba entre 4,2% y 7,1%). Desde este contexto, se propone a la Alcaldía Local de Engativá, la
implementación de alianzas, desde un enfoque territorial, que impacte a la población con mayores
dificultades de empleabilidad, en particular, las personas con mayores desventajas sociales y
económicas, para que puedan acceder al mercado laboral de su propia localidad, contribuyendo así
a disminuir su tiempo en transporte casa-trabajo, e incrementar su tiempo libre para actividades
académicas, familiares, personales y/o de ocio y recreación, lo cual se refleja en el mejoramiento
de su calidad de vida. Para la validación de esta propuesta, se desarrollaron grupos focales con los
aliados propuestos, la comunidad y un grupo de expertos.
According to Mayor’s Office of Bogotá (2020), the figures presented by DANE in 2017, reflect that unemployment in the town of Engativá is considerably high (between 7.2% and 8.6%) compared to its neighboring towns (Teusaquillo less than 4.1% and Barrios Unidos, Fontibón and Suba between 4.2% and 7.1%). In that context, it is proposed to the Engativá Local Mayor’s Office, to implement alliances, since a territorial approach, to impact the population who has greater employability difficulties, particularly people with greater social and economic disadvantages, so that they can access the labor market of their own locality. By doing so, this would contribute to reducing their time in commuting home-to-work, and increasing their free time for academic, family, personal and / or leisure activities and recreation, which is reflected in the improvement of their life quality. For the validation of this proposal, focus groups were developed with the partners involved, the community, and a group of experts.

Description
Fortalecer la Oficina de Planeación de la Alcaldía Local de Engativá, mediante la
herramienta de la gerencia social, alianzas, con validación de grupos focales, para generar una
estrategia que contribuya a la mitigación del desempleo y permita ampliar la accesibilidad al
mercado laboral de los habitantes de la localidad de Engativá de Bogotá D.C. durante el 2021-
2024, desde un enfoque territorial.
