Abstract
La gestión de la Seguridad y Salud en el Trabajo (SST) ha evolucionado hacia un enfoque integral
que busca no solo el cumplimiento normativo, sino también la promoción del bienestar y la prevención
proactiva de riesgos laborales. Este cambio de paradigma responde a la necesidad de adaptar
continuamente los Sistemas de Gestión de Seguridad y Salud en el Trabajo (SG-SST) a las dinámicas
operativas y regulatorias que rigen los diferentes sectores económicos. En este contexto, la Cooperativa
Palmas de Risaralda reconoce la importancia de mantener actualizados sus lineamientos y
procedimientos en SST, con el propósito de fortalecer la cultura de seguridad y cumplir con las
disposiciones normativas del Decreto 1072 de 2015 y otros marcos regulatorios vigentes.
La presente investigación se enfocó en la actualización parcial del manual de seguridad y salud
en el trabajo de la cooperativa, abordando las fases críticas del diagnóstico, revisión normativa y
actualización documental. El diagnóstico inicial permitió evaluar el estado actual del SG-SST,
identificando brechas y áreas de mejora relacionadas con la identificación de peligros, la valoración de
riesgos y las medidas de control establecidas. A partir de este análisis, se procedió a la actualización
parcial del manual de SST, asegurando la integración de normativas recientes y adaptando las políticas y
procedimientos a la realidad operativa de la cooperativa.
Los resultados de esta actualización parcial reflejaron un impacto positivo en la gestión
preventiva de riesgos laborales, permitiendo asignar tareas de acuerdo con las capacidades físicas y
psicológicas de los trabajadores, reducir la exposición a condiciones inseguras y fortalecer el bienestar
integral de los colaboradores. Además, se logró alinear el manual de SST con los estándares normativos,
consolidando una cultura organizacional comprometida con la seguridad y la salud en el trabajo.
Occupational Health and Safety (OHS) management has evolved toward a comprehensive approach that seeks not only regulatory compliance but also the promotion of well-being and the proactive prevention of occupational hazards. This paradigm shift responds to the need to continually adapt Occupational Health and Safety Management Systems (OHSMS) to the operational and regulatory dynamics governing different sectors economic. In this context, the Palmas de Risaralda Cooperative recognizes the importance of keeping its OSH guidelines and procedures up-to-date, with the aim of strengthening the safety culture and complying with the regulatory provisions of Decree 1072 of 2015 and other current regulatory frameworks. This research focused on a partial update of the cooperative's occupational health and safety manual, addressing the critical phases of diagnosis, regulatory review, and document updating. The initial diagnosis allowed for an assessment of the current state of the OHSMS, identifying gaps and areas for improvement related to hazard identification, risk assessment, and established control measures. Based on this analysis, the OHS manual was partially updated, ensuring the integration of recent regulations and adapting policies and procedures to the cooperative's operational reality. The results of this partial update reflected a positive impact on preventive occupational risk management, allowing for the assignment of tasks based on workers' physical and psychological capabilities, reducing exposure to unsafe conditions, and strengthening employee well-being. Furthermore, the OSH manual was aligned with regulatory standards, consolidating an organizational culture committed to occupational health and safety.
