Abstract
En el mundo se prevé que al menos mil seiscientos millones de personas habitan viviendas que no cumplen con las condiciones adecuadas para vivir, esta realidad preocupante hace parte de un problema que ha ingresado a la agenda pública en Colombia, y a los Gobiernos de los niveles departamentales y municipales, como es el caso de Neiva, en donde dicha problema toma importancia en la planificación urbana y por ende conlleva a analizar otras variables como el desarrollo económico y social del municipio; en ese sentido, desde este estudio se propuso establecer mecanismos financieros como herramienta de política pública que contribuyan a la reducción del déficit habitacional para lo que se hizo necesario determinar mecanismos financieros utilizados a nivel nacional y territorial, realizando a su vez un diagnóstico sobre el contexto de la financiación de vivienda en Neiva y por último, diseñando una propuesta de mecanismos financieros para la reducir el déficit. Ahora bien, en términos de las razones que justifican el presente estudio se tuvo este puede ser útil para que los decisores de políticas públicas adopten mecanismos financieros que garanticen un acceso a mayores soluciones de vivienda. Por su parte, la metodología fue de carácter mixta, se utilizaron instrumentos como la encuesta y la entrevista a profundidad; dentro de los resultados, se destacaron barreras relacionadas con la falta de empleo formal, limitados ingresos económicos, ineficiencia en la coordinación interinstitucional para desarrollar proyectos acordes a las necesidades del territorio.
