Abstract
La historia ha demostrado que se han presentado varios incendios a nivel internacional y
nacional en los sitios de ocio nocturno, específicamente en discotecas y bares dejando pérdidas
humanas y materiales, debido al no cumplimiento de la normatividad vigente, Decreto 1072 de
2015 articulo 2.2.4.6.25 (Ministerio de Trabajo, 2015) el cual establece que toda empresa debe
tener un Sistema de Gestión de Seguridad y Salud en el Trabajo y que dentro de este se debe
diseñar e implementar un plan de emergencias y contingencias de acuerdo al análisis de
amenazas y vulnerabilidad.
En Colombia todo negocio para poder efectuar su funcionamiento debe contar con un
concepto técnico de protección contra incendios, el cual es generado por el Cuerpo de Bomberos
en cada una de las ciudades o municipios, de acuerdo con lo estipulado en la Ley 1575 de 2012,
articulo 42, modificado por el artículo 7 de la ley 1796 de 2016 “Los cuerpos de bomberos son
los órganos competentes para la realización de las labores de inspección en prevención de
incendios y seguridad humana en edificaciones públicas, privadas y particularmente en los
establecimientos públicos de comercio e industriales”. (Congreso de la República, 2012).
Se realizó auditoría a los sitios de ocio nocturno ubicados en la zona rosa del siete de
agosto de la ciudad de Villavicencio, con el fin de verificar el estado de los planes de emergencia
y contingencia, que en un principio eran 11 locales existentes, pero al momento de realizar el
estudio habían abierto dos más, por lo que también fueron incluidas dentro de la muestra.
