Diseño de una metodología para la evaluación de impacto de la iniciativa Al Colegio en Bici del Programa Niñas y Niños Primero

La presente investigación se centra en el diseño de una metodología para evaluar el impacto de la iniciativa Al Colegio en Bici, liderada por la Secretaría Distrital de Movilidad y la Secretaría de Educación Distrital. Esta iniciativa está enmarcada en la política Visión Cero y busca promover la movilidad escolar y sostenible, mediante el uso de la bicicleta como modo de transporte alternativo y seguro.
La principal problemática abordada en esta investigación es la falta de una metodología adecuada para evaluar el impacto de este tipo de iniciativas, lo que es determinante para identificar logros y oportunidades de mejora asociados a planes, programas, proyectos e iniciativas públicas, ya que, mediante los ejercicios de evaluación, se puede determinar el cumplimiento de los objetivos propuestos inicialmente, fortaleciendo la rendición de cuentas, así como la definición de oportunidades para la innovación y facilitar el aprendizaje organizacional.
En este sentido, como resultado del ejercicio investigativo desarrollado con enfoque metodológico mixto y alcance descriptivo, se plantea una metodología que incluye la caracterización de la iniciativa, la recolección de información por medio de los instrumentos Encuesta Diagnóstica y Rúbrica de Observación; los cuales están fundamentados en teorías de aprendizaje en las que enfatiza la observación y la interacción social como un proceso formativo reflexivo y apropiado. Además, se determinan los indicadores de impacto asociados al método de evaluación Diferencia en Diferencias (DiD), que permite establecer causalidad y medir el impacto de la iniciativa al comparar los cambios en los resultados a lo largo del tiempo en un grupo de tratamiento y un grupo de control, en lo que corresponde al comportamiento y conocimiento de los participantes.
La investigación destaca la importancia de la educación vial desde la infancia, promoviendo comportamientos seguros en la vía, y la formación de ciudadanos responsables y empáticos. La implementación de esta metodología no solo beneficiará a la iniciativa Al Colegio en Bici, sino que proporcionará insumos para programas similares en otras localidades o entidades de orden territorial y nacional, fomentado la transparencia, pertinencia y calidad de los programas.
This research focuses on designing a methodology to evaluate the impact of the “Al Colegio en Bici” (To School by Bike) initiative, led by the District Mobility Secretariat and the District Education Secretariat. This initiative is framed within the Vision Zero policy and seeks to promote sustainable school mobility by encouraging the use of bicycles as an alternative and safe mode of transportation. The main problem addressed in this research is the lack of an adequate methodology to evaluate the impact of this type of initiative. Such evaluation is crucial for identifying achievements and opportunities for improvement associated with public policies, as evaluation exercises can determine whether initially proposed objectives have been met. This strengthens accountability, defines opportunities for innovation, and facilitates organizational learning. Accordingly, as a result of the research effort developed with a mixed methodological approach and descriptive scope, a methodology is proposed that includes characterizing the initiative and collecting information through a Diagnostic Survey and an Observation Rubric. These instruments are based on learning theories that emphasize observation and social interaction as a reflective and appropriate formative process. Furthermore, impact indicators associated with the Difference-in-Differences (DID) evaluation method are determined. This method allows for establishing causality and measuring the initiative's impact by comparing changes in outcomes over time in a treatment group and a control group, specifically concerning participants' behavior and knowledge. The research highlights the importance of road safety education from childhood, promoting healthy habits and lifestyles, and fostering responsible and empathetic citizens. The implementation of this methodology will not only benefit the To School by Bike initiative but will also provide input for similar programs in other localities or regional and national entities, promoting transparency, relevance, and quality of programs.
