Estrategia formativa para comunidades indígenas que posibilite acceder a convocatorias de financiación
La investigación tuvo como objetivo diseñar un programa de formación en formulación de proyectos dirigido a los miembros del Cabildo Indígena Muhysca Xua Cha (CIMAX) de Soacha, con el fin de fortalecer sus capacidades para acceder a convocatorias de financiación públicas y privadas. La metodología se basó en un enfoque etnorelativista y constructivista social, utilizando métodos mixtos que combinaron entrevistas, encuestas, grupos focales y observación participante. El proceso ejecutado fue exploratorio, descriptivo y participativo y permitió recoger información tanto cuantitativa como cualitativa que hizo referencia a las necesidades reales de la comunidad. A continuación, se presentan algunos de los resultados principales que se fueron obteniendo gracias a esta investigación, observando ya de antemano que existe un gran desbalance entre las diferentes secciones de la comunidad que intervinieron en el presente estudio. Por ejemplo, más del 80% de los participantes fueron mujeres, lo que era de esperar a la vista de la constitución del grupo que participaría junto a nosotros. También encontramos que, aunque había un buen nivel de educación formal, la mayoría de las personas jamás había presentado un proyecto y presentaban bajas competencias digitales. También se encontraron barreras estructurales como pueden ser la falta de reconocimiento legal o la dificultad administrativa o la imposición de normas externas a las prácticas ancestrales que limitan el acceso a recursos de financiación. Además, se hizo evidente la necesidad de fortalecer la cohesión interna y promover un trabajo colectivo más estructurado. Las conclusiones fueron que las dificultades de acceso a financiación eran dificultades que no eran solamente dificultades técnicas, sino culturales y estructurales, y que cualquier estrategia formativa sobre acceso a financiación debía incluir saberes ancestrales, capacidades administrativas y el uso estratégico de herramientas digitales. Se propuso un programa formativo contextualizado, participativo e intercultural que promueva la autonomía organizativa, el respeto a la identidad cultural y la proyección de proyectos como instrumentos de vida comunitaria. Este enfoque integral no solo busca mejorar las competencias individuales y colectivas, sino también reivindicar el derecho del pueblo Muisca a un desarrollo autónomo y sostenible, partiendo de su riqueza cultural y su historia de resistencia.
The objective of the research was to design a training program in project formulation aimed at the members of the Muhysca Xua Cha Indigenous Council (CIMAX) of Soacha, in order to strengthen their capacities to access public and private funding calls. The methodology was based on an ethnorelativist and social constructivist approach, using mixed methods that combined interviews, surveys, focus groups and participant observation. The process was exploratory, descriptive and participatory, and allowed for the collection of both quantitative and qualitative data that reflected the real needs of the community. Among the main results, it was found that more than 80% of the participants were women, and although there was a good level of formal education, most lacked previous experience in project formulation and had low digital skills. Structural barriers were identified, such as lack of legal recognition, administrative difficulties, and the imposition of rules unrelated to ancestral practices, which limits their access to funding resources. In addition, the need arose to strengthen internal cohesion and promote more structured collective work. The conclusions showed that the difficulties in accessing financing are not merely technical, but cultural and structural, and that any training strategy must integrate ancestral knowledge, administrative capacities and the strategic use of digital tools. A contextualized, participatory, and intercultural training program was proposed that promotes organizational autonomy, respect for cultural identity, and the projection of projects as instruments of community life. This comprehensive approach not only seeks to improve individual and collective competencies, but also to vindicate the right of the Muisca people to autonomous and sustainable development, based on their cultural richness and their history of resistance.
