Abstract
CREACIONES NAHILEX desarrolla su comercio en Cúcuta fabricando calzado en diferentes
materiales exceptuando el cuero, su experiencia es superior a cinco años y desean avanzar en relación al
seguimiento de regulaciones en aras de mejorar su producto y ser más competitivo es así como dan su
primer paso en la elaboración de un esquema parcial del modelo de administración de seguridad y bienestar
en el trabajo. El cual se empezó a desarrollar realizando visita para tener una observación directa del entorno
laboral de la fábrica, se realiza encuesta a sus dieciocho trabajadores y se realiza una evaluación inicial con
un checklist según la “Resolución 312 de 2019” “Que establece los Estándares Mínimos del Sistema de
Gestión de Seguridad y Salud en el Trabajo”, empleando “la guía técnica Colombia GTC 45” para
identificar peligros y evaluar los riesgos, matriz IPERV.
Al analizar la información, se identificaron cuarenta y cinco riesgos latentes en CREACIONES
NAHILEX, relacionados con amenazas químicas, físicas, de seguridad, fenómenos naturales y
psicosociales y biomecánicos se realizó análisis estadísticos tomando como fuente la matriz IPERV
elaborada y tomando la evaluación de baja media y alta junto con la valoración aceptable, mejorable y
mejorable con control especifico se evidencio que CREACIONES NAHILEX tiene la mayoría de sus
riesgos en condición de mejorables y con escasas medidas de intervención y control, por ello y teniendo en
cuenta la jerarquía de controles de seguridad se plantaron algunas de ellas para sus diferentes peligros.
Se diseñaron formatos para las diferentes fases del ciclo PHVA y de acuerdo con la adhesión a sus
requisitos mínimos tales como: Acta de nombramiento del responsable del SG-SST, Acta de delegación del
responsable del modelo organizativo orientado a la prevención de riesgos y al cuidado de la salud
ocupacional SG-SST, Asignación de recursos, documentación para la creación del COPASS y el comité de
convivencia laboral, política de seguridad, plan de trabajo, de formación, evaluaciones medicas
ocupacionales, documentación para los mantenimientos y EPP, matriz legal y otros
CREACIONES NAHILEX conducts its business in Cúcuta, manufacturing footwear using various materials, excluding leather. With more than five years of experience, the company aims to advance in regulatory compliance to improve its products and become more competitive. As a result, they have taken the first step by developing a partial framework of a Workplace Health and Safety Management System. The process began with a visit to the factory to observe the work environment directly. A survey was conducted among the company’s eighteen workers, and an initial assessment was carried out using a checklist based on Resolution 312 of 2019, which establishes the Minimum Standards for the Occupational Health and Safety Management System. The Colombian Technical Guide GTC 45 was used to identify hazards and assess risks through the IPERV matrix. Upon analyzing the information, forty-five latent risks were identified at CREACIONES NAHILEX, related to chemical, physical, safety, natural, psychosocial, and biomechanical hazards. Statistical analysis was performed using the IPERV matrix as a source, and by classifying the risks as low, medium, or high, along with acceptability ratings (acceptable, improvable, and improvable with specific control), it was found that most of the company’s risks fall into the "improvable" category, with few intervention and control measures in place. Therefore, based on the hierarchy of controls, some measures were proposed to address the identified hazards. Formats were designed for the different phases of the PDCA (Plan-Do-Check-Act) cycle, aligned with the required minimum standards, such as appointment record of the person responsible for the OHSMS, delegation act for the responsible party of the organizational model oriented toward risk prevention and occupational health care (OHSMS), resource allocation documentation, Documents for the creation of the COPASST and the Workplace Coexistence Committee, Safety policy, Work and training plans, Occupational medical evaluations, Documentation for maintenance and PPE, Legal matrix, and others.
