Abstract
Según la organización mundial de la salud en los traumatismos causados por el tránsito
(2022) informa que “Cada año se pierden aproximadamente 1,3 millones de vidas a consecuencia
de estas lesiones. Entre 20 y 50 millones de personas sufren traumatismos no mortales, y muchos
de ellos provocan una discapacidad.”
La empresa Industrias Kamiplast se está actualizando de acuerdo a la normatividad
vigente con la elaboración de toda la documentación requerida para la fase 1 (planificación del
PESV) y seguir con cada una de las siguientes fases (implementación, ejecución, seguimiento y
mejora continua) para así dar cumplimiento.
Por ende, este plan estratégico de seguridad vial implementado en cada una de las
empresas es de suma importancia, ya que ayuda a formular acciones para la prevención de los
riesgos viales a los que se encuentran expuestos cada uno de los peatones. También al realizar un
análisis diagnóstico permite identificar los niveles de accidentalidad, la atención de emergencias
viales y tener capacitados a cada uno de los trabajadores de la empresa.
Según la Agencia Nacional de Seguridad Vial (04/03/2022) informa que
Las empresas a nivel nacional deben contar con un Plan Estratégico de Seguridad
Vial, para esto, la nueva metodología trae reglamentaciones básicas, estándar y
avanzado, las cuales se aplicarán dependiendo de la naturaleza de la empresa
teniendo en cuenta misión, tamaño, tipo de vehículos y conductores, así como las
empresas dedicadas a la prestación del servicio de transporte terrestre automotorEs por esto que al estar actualizados de acuerdo a la nueva normatividad permite
establecer la seguridad vial, tener una mejora continua en la empresa y de contar con la
participación de cada uno de los actores viales de esta.
De acuerdo a lo anteriormente mencionado es importante tener en cuenta que en las
siguientes fases del plan estratégico de seguridad vial
Otras de las actividades que deberán cumplir las empresas están relacionadas con
labores de inspección y mantenimiento periódico a los vehículos de la entidad
organización o empresa, incluidos los vehículos propios de los trabajadores
puestos al servicio de la organización para el cumplimiento misional de su objeto
o función. (Ministerio de transporte, 2021)
Con la participación de muchas organizaciones que se unan en pro de la seguridad vial a
nivel nacional y departamental, serviría para garantizar la seguridad de los actores viales, medios
de transporte y de gozar de una infraestructura vial en óptimas condiciones. La realización de
campañas para la seguridad vial, programas sobre las normas de tránsito, entre otras son fuentes
para disminuir los niveles de accidentalidad y muestra de que si se pueden lograr vías seguras.
En el Plan Mundial para el Decenio de Acción para la Seguridad Vial se pone de
relieve la importancia de adoptar un enfoque holístico de la seguridad vial y se
insta a la mejora constante del diseño de las ciudades, las carreteras y los
vehículos, al perfeccionamiento de las leyes y la aplicación de la ley, y a la
prestación de la vital atención de emergencia de manera oportuna para los
heridos. El Plan Mundial también promueve políticas de transporte y diseño de
carreteras que permitan caminar, andar en bicicleta y desplazarse en transporte
público de manera segura, de modo que puedan priorizarse como modos de transporte saludables y respetuosos con el medio ambiente. (Organización

The strategic road safety plan is the instrument that every company must implement as a minimum requirement according to resolution 0312 of 2019. That is why designing phase 1 of the PESV (Planning) according to resolution 40595 of 2022, helped the company Industrias Kamiplast to provide regulatory compliance, to have all its road actors trained, reduce accident levels, have their vehicles safe, among other aspects. In this degree work as a first step we identify the level of PESV that corresponds to the company through the tool that the ARL Sura gives to the company according to its mission and size of the organization. As a second measure, we evaluated the current status of the PESV in the company Industrias Kamiplast, through a checklist of compliance with the requirements according to the level that the tool mentioned above gave us. And as a third measure, the required documentation was prepared based on this checklist. The methodology used was through a mixed approach since there is qualitative and quantitative data, with a descriptive scope taking as a population 100% of the direct and contractor staff of the company; which was a sample of 64 people. The information was collected through two sources: Primary source, the diagnostic survey of road risk characterization and the ARL Sura tool according to resolution 40595 of 2022 and as a secondary source, accident statistics at the departmental and national level, the studies previously carried out on the PESV, the information of the company, among others. The instruments used were the diagnostic survey as a complement to step 5 (Diagnosis) of the PESV through which the road risks to which the workers who support the mission of the company and the ARL Sura tool are exposed were identified. The results of the application of the ARL tool yielded mission 2, the basic level of PESV for the company and the documentation required for phase 1; With respect to the survey, its results can be evidenced in the annexes of this document together with the respective documentation prepared. It is concluded that thanks to the development of phase 1 of the methodology for the design, implementation, and verification of strategic road safety plans, it allows the company to comply with the following phases of the applicable resolution in force. For this reason, it is expected that in turn it will integrate into its different activities of the SG-SST, the preparation of the documentation that was left designed. According to the results of the road risk characterization survey, it was possible to identify the risks of road exposure and guide the company in carrying out training and activities in favor of road safety. To itself to have all the necessary information for the respective completion of the documentation prepared. With the matrix of hazard identification and risk assessment, it was evident that the company did not have the identification of road risks, which in the same way does not report road accidents according to the displacements in mission and in itinere is medium, which indicates that the road culture in the company's personnel is adequate and they have the respective care on the road. Among the aforementioned recommendations are to make the necessary updates that imply some step according to an adverse event or update of new regulations and complement the programs of step 8: critical risk management programs and performance factors according to phase 1, since being a new resolution does not have the specific models of the same.
