Abstract
Este proyecto aborda una problemática crucial en el desarrollo e implementación de proyectos de infraestructura energética, enfocándose en un estudio de caso de la subregión del norte de Antioquia, donde el orden público es un elemento determinante. Se estudiaron los factores que influyen en la estabilidad, ejecución, planificación, operación y seguridad de estos proyectos, para minimizar los impactos negativos y maximizar los beneficios para la región. El papel de los actores armados, conflictos sociales, económicos y otros factores de inestabilidad, son de trascendencia para la ejecución de estos proyectos. Mediante un análisis integral de estas variables, se identificaron estrategias para mitigar impactos en la ejecución, costo y sostenibilidad de estos, asegurando su continuidad a largo plazo. Finamente, para lograr un estudio preciso de los fenómenos relacionados, se optó por una investigación con metodología descriptiva y explicativa, enmarcada en un diseño no experimental, con enfoque cualitativo. Estos métodos permiten un análisis profundo y detallado de los eventos, basándose en la observación de los contexto sociales y políticos de los proyectos objeto de estudio.
This project addresses a crucial issue in the development and implementation of energy infrastructure projects, focusing on a case study of the sub-region of northern Antioquia, where public order is a determining element. The factors that influence the stability, execution, planning, operation and security of these projects were studied in order to minimize the negative impacts and maximize the benefits for the region. The role of armed actors, social and economic conflicts and other factors of instability are of transcendence for the execution of these projects. Through a comprehensive analysis of these variables, strategies were identified to mitigate impacts on the execution, cost and sustainability of these projects, ensuring their long-term continuity. Finally, in order to achieve an accurate study of the related phenomena, a research with descriptive and explanatory methodology was chosen, framed in a non-experimental design, with a qualitative approach. These methods allow a deep and detailed analysis of the events, based on the observation of the social and political context of the projects under study.
