Análisis en las problemáticas de la ineficacia en la gerencia de los proyectos de infraestructura y obras civiles en el sector público en Colombia

En Colombia, la ineficacia en la gerencia de proyectos de infraestructura y obras civiles en el sector público, ha generado sobrecostos e incumplimientos en los tiempos de entrega y baja calidad en los resultados de la realización de obras civiles, afectando el desarrollo económico, político y social de los territorios, conllevando al debilitamiento de la confianza de la ciudadanía en las instituciones públicas. En este orden de ideas, las principales causas, se encuentran en la deficiencia de la planificación, ejecución, la falta de control técnico, administrativo y financiero, la corrupción y la escasa capacitación del personal encargado. Por consiguiente, para identificar esta problemática, se realiza un análisis basado en documentos gubernamentales de casos de infraestructura desarrollados en Colombia entre los años 2014 y 2024; asimismo, se incluyen informes de auditoría de la Contraloría General de la Nación, literatura académica y normativas nacionales, complementados con entrevistas a profesionales expertos en proyectos del sector público y privado, implementando una herramienta metodológica cualitativa, la cual permite identificar patrones de fallas gerenciales y proponer estrategias de mejora. En esta investigación, se utiliza una metodología con un enfoque cualitativo, el cual, se orienta a la aplicación de una serie de entrevista a profesionales de diferentes ramas como la ingeniería civil, el derecho, la comunicación social y la actividad pública. In Colombia, ineffective management of infrastructure and civil works projects in the public sector has generated cost overruns and failure to meet delivery times and poor quality in the results of civil works, affecting the economic, political and social development of the territories, leading to the weakening of citizens' confidence in public institutions. In this order of ideas, the main causes are found in the deficiency of planning, execution, lack of technical, administrative and financial control, corruption and poor training of the personnel in charge. Therefore, to identify this problem, an analysis is carried out based on government documents of infrastructure cases developed in Colombia between 2014 and 2024; also, audit reports from the General Comptroller's Office of the Nation, academic literature and national regulations are included, complemented by interviews with expert professionals in public and private sector projects, implementing a qualitative methodological tool, which allows identifying patterns of management failures and proposing improvement strategies. This research uses a methodology with a qualitative approach, which is oriented to the application of a series of interviews to professionals from different branches such as civil engineering, law, social communication and public activity.
