Abstract
El trabajo de investigación realizado muestra el comportamiento del Análisis Financiero por
el NO pago del Impuesto Predial en el Municipio de Girardot- periodo 2016 – 2019. Teniendo
en cuenta que este impuesto es uno de los tributos más importantes de recaudo, seguido del de
industria y comercio. En el desarrollo de los objetivos se utilizó el método mixto desde el
enfoque cuantitativo y cualitativo lo que permite la recolección de datos y cifras estadísticas que
muestran la trazabilidad del comportamiento del recaudo por cada vigencia. Para este trabajo en
estudio se analizó la información suministrada por la Oficina de Impuestos y de la Secretaria de
Hacienda del Municipio, tomando los informes de las ejecuciones de la activa y de la pasiva,
para determinar si se presentó un buen manejo fiscal de los recursos por cada vigencia e
identificar de acuerdo a las metas establecidas en el Plan de Desarrollo Municipal los porcentajes
de participación por cada eje programático.
The research work carried out shows the behavior of the Financial Analysis for the NO payment of the Property Tax in the Municipality of Girardot- period 2016 - 2019. Taking into account that this tax is one of the most important collection taxes, followed by industry and Commerce. In the development of the objectives, the mixed method was used from the quantitative and qualitative approach, which allows the collection of data and statistical figures that show the traceability of the collection behavior for each validity. For this work under study, the information provided by the Tax Office and the Ministry of Finance of the Municipality was analyzed, taking the reports of the active and passive executions, to determine if there was a good fiscal management of the resources for each term and identify, according to the goals established in the Municipal Development Plan, the participation percentages for each programmatic axis.
