Capítulo 1. La agricultura familiar y la política pública en la coyuntura de la pandemia en Colombia
(Corporación Universitaria Minuto de Dios – UNIMINUTO, 2024) Julián Augusto Vivas, Liliana Vargas
Both the social mobilization and the global conditions generated by the Covid-19 pandemic have once again highlighted the important role of family
farming in Colombian society. But at the same time, they have shown the
enormous institutional challenges in the construction of a differential public
policy for Family and Ethnic Community Farming - acfec in the country. This
article presents the main findings of the Country Report on the situation of
Peasant, Family and Ethnic Community Agriculture prepared by the National Network of Peasant, Family and Ethnic Community Agriculture - renaf
for the Commitment-Based Initiative on Family Farming for Latin America
and the Caribbean - cbi af - belonging to the International Land Coalition.
This report sought to conduct an account of the main regulatory and institutional changes subsequent to the issuance of Resolution 464 of 2017 and
especially the changes occurring in the context of the pandemic caused by
Covid-19. The analysis of these changes is made according to some of the
indicators proposed by the Decade of Family Farming Action Plan and is supported by a broad base of documentary sources within which are the most
recent official statistics, with which we can begin to glimpse, so far, the complex reality of peasant, family and ethnic community agriculture in Colombia. The conclusions point out that the gradual process of making the economic, environmental and cultural role of family farming in Colombia visible in
the country’s public policy agenda has been conditioned by the persistence
of historical obstacles that pose future challenges for social mobilization
and Colombian society in general.
This text includes an exercise to identify and describe some psychosocial elements related to the leading role played by young rural Colombian men and women from different social groups in the national
territory, trying to make visible aspects of their context that transcend
the agricultural and livestock sector. These aspects described are mainly related to psychosocial processes that have been little studied and
considered in policies, programs, management and social development
projects for the rural context. After an exercise of observation, analysis
and systematization of the experience of social processes related to rural youth linked to agroecology, family agriculture and sustainable rural
development initiatives, we present some of the psychosocial elements
that are implicit in the context in which rural youth live, and that allow
understanding some particularities to see beyond the merely productive agricultural vision with which traditionally and historically rurality
has been seen in the country. Through participation and expression
in different spaces, forms and ways, young people make proposals in
which explicit requirements and demands can be identified and specified, which imply attention or support from institutions, civil society,
families and their own grassroots organizations. Their priorities have to
do with recognizing the historical struggles to return to the countryside,
to be linked to more dignified life processes, innovation and entrepreneurship that allow them to remain in their territories playing roles that
are fundamental for the recampesinization, development and strengthening of the category of Family and Ethnic Community Peasant Agriculture - acfec with a focus on sustainability.
In Colombia’s rural areas, financial exclusion of family farmers predominates,
a situation that is more critical in the case of rural women, young people and
the elderly. In this context, based on the principles of the solidarity economy,
savings and credit groups have emerged as one of the adaptive strategies of
family farming, enabling it to remain in the territories despite the externalities
that affect it. The objective of this research was to identify the contributions of
the savings and credit groups promoted by Corporación Grupo Semillas in southern Tolima, as possible contributions to the strengthening of family farming in
Colombia. The work was framed within the qualitative approach, specifically a
case study. A module of the Manuel Quintín Lame Agroecological and Territorial School - emql was accompanied and observed, and semi-structured interviews were conducted, which were later transcribed and analyzed. The savings
and credit groups in southern Tolima are part of a comprehensive and participatory rural extension process that has been led by Grupo Semillas. Through the
savings and credit groups, contributions are made to the strengthening of family
farming that contribute to the implementation of nine of the nineteen public policy guidelines established in Resolution 464 of 2017, for the strengthening of af
in Colombia. These contributions can be grouped into four categories: a) financial inclusion; b) strengthening of associative processes, social fabric, solidarity
and participation; c) contributions to rural extension and education processes;
and d) promotion of consumption and production of af products at the local
level. Finally, the conclusions and recommendations for continuing to strengthen pa in Colombia through savings and credit groups are presented.

This study was carried out in Jerusalem, Cundinamarca, with the purpose of
building a participatory strategy for the commercialization of local products in
collaboration with peasant associations and local institutions. It exposes the
relevance of the construction of plans for the territorialization of Resolution
464 of 2017 of the Ministry of Agriculture and promote processes of political
incidence at the local level that result in the strengthening of the social group
of the acfc. Among the results, an important potential is identified in the local
acfcs, based on the pluriactivity and multifunctionality of the predominant
productive systems, expressed in the production and commercialization of
fresh products, minimally processed foods such as beverages, and a great diversity of foods and beverages. traditional and even handicrafts. In the same
way, the culturalization of the diet, the demand for typical local foods and
the preference for fresh products represent an opportunity to strengthen the
short marketing circuits in the municipality and promote more cooperative
and supportive forms of economy. The construction process of the Municipal
Community Agenda for Local Markets is presented, which is aligned with local
development plans, Resolution 464/2017 and the fao policy recommendation
for ff. This work provides a methodology to generate an impact on territorial food decisions, based on community participation and thus guarantee
the inclusion of the acfc in the local agri-food system, the promotion of local
markets through the establishment and regulation of an articulated route of
actions between actors.
