Incidence of the hegemonic notion of water governance in Colombia. An analysis from the perspective of social management

Abstract

This informative article focuses on describing the arrival of the hegemonic and neoliberal notion of governance in Latin America and the Caribbean (LAC) to exhibit its level of incidence in the functioning and social, economic, and political dynamics in the territory. Colombian national, mainly in the regulation, access and care of water resources, emphasizing the relevance of decoloniality and the development of practices and theoretical foundations that are counter-hegemonic and consistent with Colombian history and needs; It is concluded, from social management, by emphasizing how from this area of ​​intervention it is possible to direct actions towards the reduction and eradication of the hegemonic notion of water governance through a participatory, diverse and inclusive model, based on the decentralization of power and nascent of the localities. El presente artículo se enfoca en describir la llegada de la noción hegemónica y de corte neoliberal de la gobernanza en Latinoamérica y el Caribe, para así mismo exhibir su nivel de incidencia en el funcionamiento y dinámica social, económica y política en Colombia, principalmente en la regulación, acceso y cuidado de los recursos hídricos. Posteriormente, se hace énfasis en la relevancia de nociones como el desarrollo de prácticas y fundamentos teóricos contrahegemónicos y coherentes con la historia y necesidades colombianas; se concluye, desde la gerencia social, cómo esta área de intervención es posible encaminar acciones en pro de la disminución y erradicación de la noción hegemónica de la gobernanza del agua por un modelo participativo, diverso e incluyente, basado en la descentralización del poder y naciente de las localidades. La construcción del artículo se orientó según las siguientes categorías de estudio establecidas: gobernanza hegemónica y contrahegemónica; Justicia ambiental; gobernanza de los recursos hídricos y finalmente la relación entre la gerencia social y la Gobernanza
