Relationship between Knowledge Appropriation and Policies of the Municipality of Valledupar against Climate Change

Abstract

The objective of this research was to determine the perception of knowledge appropriation and government actions of the municipality of Valledupar regarding mitigation and adaptation to climate change in the period 2020-2023. This research was based on the positivist paradigm with a quantitative approach and a correlational scope, initially measuring the level of citizen perception of the government actions of the municipality of Valledupar, and the appropriation of knowledge regarding climate change, by through a descriptive and inferential statistical analysis of the data; and in a second moment, a correlation analysis of the study variables was carried out. Among the results, the non-execution of actions to confront the phenomenon of climate change in the municipality of Valledupar was evident, directly affecting the perception with a higher degree of dissatisfaction in the social appropriation of knowledge of the community of the municipality and dissatisfaction in the actions developed by the Municipal Administration against the phenomenon, and verifying a considerable level of positive correlation between the study variables.

La presente investigación tuvo como objetivo determinar la relación entre las acciones de gobierno y la apropiación social del conocimiento en materia de mitigación y adaptación al cambio climático en el municipio de Valledupar. Se basó en la percepción ciudadana, fundamentada bajo el paradigma positivista con un enfoque cuantitativo y un alcance correlacional. Se emplearon el análisis estadísticos, descriptivos e inferenciales para medir las relaciones de las variables. En un primer momento, se desarrolló la descripción de las acciones de gobierno o políticas del municipio utilizando la revisión documental. En segunda instancia, se determinó el nivel de percepción de la ciudadanía sobre las acciones de gobierno y la apropiación de conocimiento utilizando la técnica de la encuesta, con el diseño un cuestionario estructurado, evaluado por jueces. Por último, se realizó un análisis estadístico inferencial de correlación. Dentro de los resultados se evidenció la no ejecución de acciones para enfrentar el fenómeno del cambio climático en el municipio de Valledupar, lo cual incide directamente en la percepción con un mayor grado de insatisfacción en la apropiación social de conocimiento de la comunidad del municipio e insatisfacción en las acciones desarrolladas por la Administración Municipal frente al fenómeno, y comprobando un nivel de correlación positiva considerable entre las variables de estudio.
