We describe the methodology of the Entrepreneurial Discovery Process (EDP) in the context of the Quadruple Helix for the identification of opportunities by the agents or stakeholders of each of these axes: (1) citizens and civil society, (2) public authorities and governments, (3) enterprises and industries and (4) universities. We contribute the case of Cantabria in the north of Spain with special attention to the axis of companies since they are mainly SMEs, and the government since they plan and execute policies.
