In the first chapter of this research, the problem statement is made where
participatory planning in Latin America is evidenced as a process of construction of public
policy and management that has had greater relevance in decentralization processes, it should
also be mentioned that in the Colombian context participatory planning is formalized in the 90s.
On the other hand participatory planning is a strategy that serves for the
formation of political subjects; Associated Management in Colombia comes through the
Associated Management specialization program at UNIMINUTO in 2014. This chapter also
discusses the formulation of the problem.
