Estado Planes de Emergencia y Contingencia Discotecas Siete de Agosto Villavicencio 2023

Abstract

La historia ha demostrado que se han presentado varios incendios a nivel internacional y nacional en los sitios de ocio nocturno, específicamente en discotecas y bares dejando pérdidas humanas y materiales, debido al no cumplimiento de la normatividad vigente, Decreto 1072 de 2015 articulo 2.2.4.6.25 (Ministerio de Trabajo, 2015) el cual establece que toda empresa debe tener un Sistema de Gestión de Seguridad y Salud en el Trabajo y que dentro de este se debe diseñar e implementar un plan de emergencias y contingencias de acuerdo al análisis de amenazas y vulnerabilidad. En Colombia todo negocio para poder efectuar su funcionamiento debe contar con un concepto técnico de protección contra incendios, el cual es generado por el Cuerpo de Bomberos en cada una de las ciudades o municipios, de acuerdo con lo estipulado en la Ley 1575 de 2012, articulo 42, modificado por el artículo 7 de la ley 1796 de 2016 “Los cuerpos de bomberos son los órganos competentes para la realización de las labores de inspección en prevención de incendios y seguridad humana en edificaciones públicas, privadas y particularmente en los establecimientos públicos de comercio e industriales”. (Congreso de la República, 2012). Se realizó auditoría a los sitios de ocio nocturno ubicados en la zona rosa del siete de agosto de la ciudad de Villavicencio, con el fin de verificar el estado de los planes de emergencia y contingencia, que en un principio eran 11 locales existentes, pero al momento de realizar el estudio habían abierto dos más, por lo que también fueron incluidas dentro de la muestra. Es importante aclarar que estas inspecciones se llevaron a cabo con bastante dificultad, ya que los dueños y administradores de los negocios no permitían en un principio el acceso a sus Estado Planes de Emergencia y Contingencia Discotecas Siete de Agosto Villavicencio 2023 instalaciones y tampoco querían contestar las preguntas, por lo que se llego a un acuerdo de que no quedaran registrados nombres de los locales y tampoco el de sus representantes. Los resultados arrojados por la auditoría que fue realizada con el instrumento de la ARL SURA , demostró que todos los establecimientos de ocio nocturno, específicamente discotecas y bares de la zona rosa del siete de agosto de la ciudad de Villavicencio, solo cumplen con lo exigido por el Cuerpo de Bomberos, para poder obtener el certificado que les permita abrir su negocio, pero ninguno de ellos tiene un plan de emergencias y contingencias estructurado con el ciclo PHVA (planear, hacer, verificar y actuar), lo que proporcione una mejora continua. Esto permitió elaborar un plan de acción acompañado de recomendaciones a nivel general, ya que todos los sitios auditados presentan las mismas falencias, con el objetivo de que los planes de emergencia y contingencia sean diseñados e implementados de la forma correcta, cumpliendo con la normatividad que los rige, lo que disminuirá la posibilidad de materializarse las amenazas que tiene cada establecimiento, reduciendo la posibilidad de tener pérdidas humanas y materiales.

This allowed us to develop an action plan accompanied by general recommendations, since all the audited sites present the same shortcomings, with the objective that the emergency and contingency plans are designed and implemented in the correct way, complying with the regulations that govern them, which will reduce the possibility of the threats that each establishment has materializing, reducing the possibility of human losses and materials.
