humanas y materiales.
History has shown that several fires have occurred internationally and nationally in
nightlife venues, specifically in nightclubs and bars, leaving human and material losses, due to
non-compliance with current regulations, Decree 1072 of 2015 article 2.2.4.6 .25 (Ministry of
Labor, 2015) which establishes that every company must have an Occupational Health and
Safety Management System and that within this an emergency and contingency plan must be
designed and implemented according to the threat analysis. and vulnerability.
In Colombia, in order to operate, every business must have a technical concept of fire
protection, which is generated by the Fire Department in each of the cities or municipalities, in
accordance with the provisions of Law 1575 of 2012. Article 42, modified by Article 7 of Law
1796 of 2016 “The fire brigades are the competent bodies for carrying out inspection tasks in fire
prevention and human safety in public and private buildings and particularly in public
establishments. commerce and industrial”. (Congress of the Republic, 2012).
An audit was carried out on the nightlife sites located in the pink zone of August 7 in the
city of Villavicencio, in order to verify the status of the emergency and contingency plans, which
initially consisted of 11 existing premises, but at At the time of carrying out the study, two more
had opened, so they were also included in the sample. It is important to clarify that these
inspections were carried out with considerable difficulty, since the owners and administrators of
the businesses did not initially allow access to their facilities and did not want to answer the
questions, so an agreement was reached that No names of the premises will be registered nor
those of their representatives.
The results obtained from the audit that was carried out with the ARL SURA instrument,
showed that all nightlife establishments, specifically nightclubs and bars in the pink zone of
August 7 in the city of Villavicencio, only comply with what is required by the Fire Department,
to be able to obtain the certificate that allows them to open their business, but none of them have
an emergency and contingency plan structured with the PHVA cycle (plan, do, verify and act),
which provides continuous improvement.
This allowed us to develop an action plan accompanied by general recommendations,
since all the audited sites present the same shortcomings, with the objective that the emergency
and contingency plans are designed and implemented in the correct way, complying with the
regulations that govern them, which will reduce the possibility of the threats that each
establishment has materializing, reducing the possibility of human losses and materials.
