Unas fallas que ocasionaron el colapso del space y la ausencia de interventoría

Abstract

El campo de la ingeniería civil abarca diversas áreas de trabajo como diseño, construcción, interventoría y administración, entre otras. En mención de estas, es importante tener el conocimiento en interventoría de obra el cual tiene como objetivo dar seguimiento y cumplimiento al contrato de obra, en temas técnicos, administrativos, financieros, contables, ambientales y jurídicos de obras públicas o privadas, conformados por personas naturales o jurídicas (Universidad industrial de Santander, 2008). La interventoría en obras civiles es vital para el control de los recursos que se asignan a un proyecto de obra civil, en calidad de materiales, inspección de equipos. Es esencial verificar que las empresas estén legalmente constituidas y que cuenten con las especificaciones técnicas para el manejo de la obra. El interventor debe conocer adicionalmente los estudios previos. El estudio previo es el documento donde se consagra la necesidad que se debe satisfacer, las especificaciones técnicas que debe cumplir el ente contratado, la justificación técnica y económica del valor estimado del contrato, las condiciones del contrato a celebrar (objeto, plazo y lugar de ejecución), análisis de riesgos durante la ejecución y los riesgos que deben ser amparados por el contratista. Cabe resaltar que, aunque lo apropiado para un proyecto sería que el ente de interventor estuviese inmerso en el proceso desde el planteamiento del mismo, muchas veces no sucede, y en algunos casos las fallas de la interventoría se presentan por desconocimiento de documentos o procedimientos realizados en etapas anteriores, o aún más grave la obra nunca cuenta con la participación de la interventoría, en este caso el contratista sería juez, que daría pie a inconsistencias si este no cuenta con el conocimiento técnico requerido (Chamorro et al, 2022).

The supervision of civil works is vital for the control of the resources assigned to a civil works project, in terms of quality of materials and inspection of equipment. It is essential to verify that the companies are legally constituted and that they have the technical specifications for the management of the work. The auditor must also be familiar with the preliminary studies. The preliminary study is the document that sets forth the need to be met, the technical specifications to be met by the contracted entity, the technical and economic justification of the estimated value of the contract, the conditions of the contract to be entered into (object, purpose, scope and duration of the contract, etc.), and the technical and economic justification of the contract, conditions of the contract to be entered into (object, term and place of performance), risk analysis during performance and the risks to be covered by the contractor. It is worth noting that, although it would be appropriate for a project to have the controlling entity involved in the process from the beginning, this often does not happen, and in some cases the failures of the controlling entity are due to lack of knowledge of documents or procedures carried out in previous stages, or even more serious, the work never has the participation of the controlling entity, in which case the contractor would be the judge, which would give rise to inconsistencies if he does not have the required technical knowledge (Chamorro et al., 2022).
