El presente proyecto pretende identificar las consecuencias que tiene la
penetración de las plataformas OTT para la televisión pública en Colombia y la
producción de sus contenidos, desde el ámbito político, social y cultural. Teniendo en
consideración que, desde su llegada a Colombia en el 2011, el número de suscripciones
y la tendencia de consumo de estas plataformas ha venido incrementándose.
Indagar sobre esta problemática a la que se enfrenta la televisión pública es
importante, debido a que esta es un medio y una herramienta de servicio público
necesaria para propender por la construcción de memoria e identidad cultural, para la
participación y reconocimiento de las ciudadanías y el cumplimiento de derechos
esenciales como la información, la educación, la salud y la comunicación.
This project aims to identify the consequences of the penetration of OTT platforms for
public television in Colombia and the production of its contents, from the political, social
and cultural sphere. Taking into consideration that, since its arrival in Colombia in 2011,
the number of subscriptions and the consumption trend of these platforms has been
increasing.Investigating this problem that public television faces is important, because
this is a means and a tool of public service necessary to promote the construction of
memory and cultural identity, for the participation and recognition of citizenships and
compliance of essential rights such as information, education, health and communication.
For this qualitative research, the descriptive method was used and the analysis was
carried out from the two interviews applied to the journalist Omar Rincón and the Director
of RTVC Play Juan Carlos Baquero, in addition to the documentary analysis of the texts
related to public television, the OTT platforms , the regulations established for them, or
that conceptually and theoretically address the terms related to research such as
convergence, audience participation, citizenships, etc.
