Norte de Santander es una de las regiones más golpeadas por la violencia y el conflicto armado en Colombia, familias desplazadas llegan permanentemente al municipio de Ocaña, que por años ha sido el principal receptor de la población afectada en la región (El tiempo, 2018). La Institución educativa José Eusebio Caro, ubicada en el municipio de Ocaña, perteneciente al sector público, además de contar con capacidad de recepción, es una de las Instituciones que por su importancia ha podido acoger a niños, niñas y adolescentes provenientes de diferentes municipios y poblaciones del departamento, del país y también extranjeros. Con el tiempo la educación y el conflicto en la región, han ido interrelacionándose paralelamente, dicha situación afecta cada vez más el desarrollo normal de los estudiantes dentro de las aulas, limitando, el acceso a ellas, la incursión y su permanencia en el proceso educativo.
