La parálisis cerebral es un trastorno que causa problemas en la movilidad, el equilibrio y la postura, afectando la corteza motora del cerebro, encargada el movimiento muscular. Dicha afección se presenta durante la etapa prenatal o postnatal debido a las lesiones cerebrales relacionadas con el daño en la materia blanca del cerebro, su desarrollo anormal, sangrado y falta de oxígeno. Con todo, las personas con esta alteración en la motricidad tienen derecho a la participación terapéutica, recreativa o competitiva en algún deporte y en algunos espacios específicos habilitados para el desarrollo aptitudinal teniendo en cuenta su condición especial. En razón a lo anterior, debe advertirse que en la ciudad de Bogotá, puntualmente en la localidad de Kennedy, no se cuenta con un parque de recreación y rehabilitación para la población nivel I y II, con parálisis cerebral cuyo objetivo se encuentre encaminado hacia la promoción, difusión y desarrollo de múltiples actividades que les permita a través de distintos instrumentos rehabilitadores avanzar en su desarrollo integral
