dc.description.abstract | El presente artículo aborda los desafíos que enfrenta Colombia para la adopción del gobierno digital. En la primera parte se identifican, con detalle, los requerimientos relativos a la preparación del ecosistema digital, para garantizar las condiciones básicas que demanda la maduración de la fase del gobierno electrónico, presentando un sucinto balance de los indicadores de acceso y uso de Internet en el país, la brecha existente entre la oferta y la demanda de servicios electrónicos gubernamentales, las necesidades más apremiantes para el fortalecimiento de la industria de tecnologías de la información, la ciberseguridad y los bajos niveles de uso de los medios electrónicos de pago. Posteriormente, se desarrolla un análisis acerca del comportamiento de la confianza política en Colombia durante la última década y su estrecha relación con actitudes características de la cultura política de la ciudadanía. El artículo concluye que la adopción del gobierno digital está supeditada a transformaciones sociopolíticas de fondo, que reclaman la consolidación de un régimen realmente democrático. | es_ES |

dc.description.abstractenglish | This research paper addresses the challenges that Colombia faces for the adoption of digital government. The first section identifies, in detail, the requirements related to the preparation of the digital ecosystem, to guarantee the basic conditions required by the maturation of the electronic government phase, presenting a brief balance of the indicators of access and use of Internet in the country; the gap between the supply and demand of the government services; the most pressing needs for the strengthening of the information technology industry, and cybersecurity; and low levels of use of electronic payment. Subsequently, an analysis of the behavior of political trust in Colombia during the last decade and its close relation with attitudes characteristic of the political culture of the citizenship is developed. The article concludes that the adoption of the digital government is under fundamental sociopolitical transformations that demand the consolidation of a regime in a democratic reality. | us_US |
